Satisfactory Progress Policy

SUMMARY

*To receive federal financial aid you must be enrolled in a program leading to a degree.  Once that degree is completed, you are no longer eligible unless there is a change of program leading to a different degree.

*To continue receiving federal financial aid, you must complete 2/3 (67.667%) of your attempted credit hours with a 2.0 cumulative Grade Point Average (GPA).

*You will be placed on Financial Aid Warning status if you do not meet the aforementioned requirements, during which time you will continue to receive your aid for one subsequent semester.

*You will no longer be eligible for aid if you do not improve your progress after your warning term, if you complete a term with all F's, or leave classes but fail to officially withdraw resulting in a 0.00 GPA.  Receiving all F's in a term results in automatic disqualification.

*You have the option to make an appeal to re-establish your eligibility, by completing a disqualification appeal form and submitting an academic plan of study approved by an advisor.

*You must complete your program within a certain number of credit hours attempted. 

*Inquire about your financial aid when considering a change in program.

*You should not attempt to appeal your disqualification unless you are in a position to complete the next term satisfactorily.

POLICY

I.  Introduction

Federal regulations require that schools participating in federal financial aid programs determine whether students are progressing through their programs of study in a satisfactory "qualitative" academic manner (Grade Point Average), and at a satisfactory "quantitative" rate (courses completed vs. courses attempted).  All credits, including transfer credits, will be used in calculating the quantitative components of Satisfactory Academic Progress (SAP). SAP evaluations apply to all terms, including summer, and to all students (both aid and non-aid recipients).

If you, as a student, are receiving some type of federal financial aid, you are expected to meet the following guidelines in order to remain eligible for that aid.  If the guidelines are not met, you will be placed on Financial Aid Warning for one semester.  Under Financial Aid Warning, you will continue to receive the aid for which you are eligible for that semester.  If you still do not meet the guidelines at the end of the semester under warning, you will then be disqualified from federal financial aid eligibility.

You may appeal the disqualification by submitting an appeal form and an advisor approved academic plan of study to the Director for Financial Aid.  If the appeal is approved, you will be placed on Financial Aid Probation and granted financial aid for a subsequent semester. 

II. Maintaining Satisfactory Progress

            A.  Academic Standard/GPA Requirements (Qualitative Determination)

Following the Williston State College Academic Standards, students receiving financial aid are expected to maintain a minimum GPA of 2.00 (C).   The Grade Point Average (which includes WSC credits only) will be used to determine your progress through your program of study.  A 2.0 Cumulative GPA is required at the end of two academic years to remain eligible and is also required for graduation.

            B.  Rate of Progress Standard/Courses Completed vs. Courses Attempted (Quantitative Determination)

Maximum Time Frame - You must complete your program of study within the following maximum number of attempted credit hours; Associate in Arts, Associate in Science, Associate in Applied Science, and Diploma-93 attempted credits; Certificate Programs-48 attempted credits; or the amount of credits equal to 150% of the credits required to complete a program of study.  Generally, if you exceed this number of attempted credit hours you will no longer be making satisfactory progress and will no longer be eligible for financial aid.

Changes in program will be considered when determining eligibility.  You may be asked to provide an academic plan of study when changing programs.  A change in options within a program may adversely affect eligibility for federal aid as it will add to the number of attempted credits accumulated before obtaining your degree.  The practice of "filling in" credits to become full-time or the repeated use of remedial courses will also result in adding to the number of attempted credits accumulated before obtaining your degree; thus, you may meet the 150% maximum time-frame before completing your degree.

Minimum Percentage of Completed Hours:  You are required to successfully complete two-thirds (66.667%) of your cumulative attempted credit hours as monitored at the end of each term. Cumulative attempted credits include transfer credits.

            1.  Credits dropped after approximately the 7th instructional day of classes will be considered attempted but not completed.  If a student has successfully passed a course and wishes to retake the course for a higher grade, the course can only be included in his/her enrollment status once more for financial aid purposes.  Failed courses may be repeated and counted towards a student's enrollment status until it is passed. All repeated courses are considered attempted credits within a program.      

            2.  Credit hours earned per term will mean those credits for classes in which a student received a passing grade of A, B, C, D or S.  Grades not counting toward earned credit hours include F, I, U, W, AU.  Incomplete grades may result in a delay of disbursement of future financial aid until progress can be determined after grade completion.

            3.  Remedial credits are beneficial to student progress and are eligible for federal financial aid.  Enrollment in these courses will increase the number of attempted credit hours.  Because completed remedial credits do not apply to a degree, the courses may affect your Satisfactory Academic Progress status.  If you feel your remedial credits are an issue, you should request an individual review from the Financial Aid Office.

Financial Aid Information: Financial Aid Information status is assigned to a student who fails to meet one or more of the SAP measures indicated above at the conclusion of the semester. A student assigned a Financial Aid Information will be notified in writing. The student may continue to receive financial aid for one subsequent semester under this status despite the determination that the student is not making SAP.

Financial Aid Warning:  Financial Aid Warning status is assigned to a student who fails to meet one of more of the SAP measures indicated above at the conclusion of two semesters.  A student assigned a Financial Aid Warning will be notified in writing.  The student may continue to receive financial aid for one subsequent semester under this status despite the determination that the student is not making SAP. 

Financial Aid Disqualification:  A student failing to make SAP after the Warning period will be placed on Financial Aid Disqualification. A student who is placed on Financial Aid Disqualification may only receive financial aid if he/she submits an appeal and an advisor approved Academic Plan of Study to the Director for Financial Aid.  The appeal and plan of study must be approved in order for students to receive further financial aid.

Financial Aid Probation:  Financial Aid Probation status is assigned to a student who fails to make SAP (following Financial Aid Warning status) and who has successfully appealed and has had eligibility for financial aid reinstated.  A student who is placed on Financial Aid Probation may receive financial aid for one subsequent semester.  They may be required to meet certain terms and conditions while on Financial Aid Probation, such as taking a reduced course load or taking specific courses.  At the conclusion of the SAP Probation period, the student must either meet the SAP standards or fulfill the requirements specified in the SAP Academic Plan of Study or will be once again placed on Financial Aid Disqualification.

Academic Plan of Study: Academic Plan of Study status is assigned to a student who fails to make SAP (following Financial Aid Warning status) and who has successfully appealed and has had eligibility for financial aid reinstated. A student who is placed on Academic Plan of Study may receive financial aid for one subsequent semester. They are required to meet certain terms and conditions that are laid out in their Academic Plan of Study, but also may include anything specified in their Approval Letter. At the conclusion of the SAP Academic Plan of Study period, the student must either meet the SAP standards or fulfill the requirements specified in their Academic Plan of Study or will be once again placed on Financial Aid Disqualification.

III. Criteria for Re-establishing Eligibility for Financial Aid

If you have been disqualified from federal financial aid eligibility for not progressing in your program, you may re-establish satisfactory progress and regain eligibility by satisfying one of the following conditions:

            1.  Complete one semester successfully without the use of federal financial aid then submit an appeal and an academic plan of study for reinstatement of eligibility.  Two-thirds of your attempted credit hours must be completed with a minimum of a 2.00 GPA for that term.

            2.  Complete course work to remove an "Incomplete" from the transcript if all other Satisfactory Progress requirements are met.

            3.  Make a successful appeal to the Director for Financial Aid due to special circumstances.  A Satisfactory Progress Disqualification Appeal form must be submitted, along with an Academic Plan of Study (POS) to the Financial Aid Office. 

If you re-establish eligibility for federal financial aid you will, again, receive aid on a probationary status or Academic Plan of Study.  The Satisfactory Progress requirements and/or the requirements specified in the academic POS must be met in order to remain eligible.

IV. Student Financial Aid Disqualification Appeal Process

If you have been placed on Financial Aid Disqualification, you may appeal the decision if special circumstances are involved.  The appeal should include the following:

  • Satisfactory Progress Appeal Form

•·        Documentation to support the reason for failure, if applicable. 

•·        A copy of the Academic Plan for Current Program signed by your advisor.

The above information must be presented to the Director for Financial Aid.  The student will be notified in writing within 30 working days of the decision made.  All appeals to reestablish eligibility will be dealt with on a case-by-case basis.  A student who has successfully appealed and has had financial aid eligibility reinstated, will be placed on financial aid probation.  At the conclusion of the SAP Probation period, the student must either meet the SAP standards or fulfill the requirements specified in the SAP Academic Plan of Study.

If the outcome of the appeal to the Director for Financial Aid is not satisfactory, you may then present an appeal to the Student Review Committee.

V.  Exceptions to the Above Policy

            1.  Any student who receives a term GPA of 0.0 (an F in all courses attempted) will automatically be placed on Financial Aid Disqualification and will not receive a Financial Aid Warning period.

            2.  Any student whose enrollment is canceled administratively due to non-attendance will automatically be placed on Financial Aid Disqualification.
